Sheriff Noel has been a member of the Utica Township Volunteer Fire & EMS Department since 1987, serving as an Advanced EMT, Asst. Chief in 1991, and Fire Chief from 1993 to 2015.

Sheriff Noel earned a B.S. in Criminal Justice and Supervision from Indiana University after graduating from Providence High School. He was on the Dean’s list while at IU and is a life member of the Indiana University Alumni Association.

Sheriff Noel has been a member of the Republican Precinct Committee since 1994. He served as Vice Chairman of the Clark County Election Board from 2008 to 2009, is the current Chairman of the Clark County Republican Party since 2009, and is also the current Chairman of the Indiana Republican Party 9th District, a member of the Indiana Republican Party State Committee, and the Chairman of the Indiana Republican Party Budget Committee since June 2011.

In January 2013, Indiana Governor Mike Pence appointed Sheriff Noel to the Indiana Homeland Security Board. Noel departed from the Indiana State Police after 22 years of service, holding the ranks of Trooper, Senior Trooper, Master Trooper, Undercover Narcotics Detective, Detective, Corporal, Sergeant, First Sergeant, and Asst. Post Commander. He is a field training officer with a variety of police credentials. He was elected Sheriff of Clark County, Indiana, on January 1, 2015, and assumed office on that date. Sheriff Noel has received the ISP Life Saving Award, the American Legion Police Officer of the Year Award, and the Governor’s Award for Valor.
